ACHT UM ÁRACHAS SLÁINTE NÁISIÚNTA, 1924.

Ciste Liaigh-Dheimhniúcháin do bhunú.
1.—Bunófar, fé chúram agus fé bhainistí Coimisinéirí Arachais na hÉireann, ciste dá ngairmfar an Ciste Liaigh-Dheimhiúcháin.
Slí chun airgead do sholáthar don Chiste Liaigh-Dheimhniúcháin.
2.—(1) Cuirfar—
(a) i gcoinnibh ciste sochair gach cumainn cheaduithe, suim deich bpingne in aghaidh gach baill (nách saighdiúir ar seirbhís) den chumann cheaduithe sin, agus
(b) i gcoinnibh Ciste Arachais na bhFórsaí Mileata (Socruithe Idirnáisiúnta), suim deich bpingne in aghaidh gach baill (nách saighdiúir ar seirbhís) den chiste sin, agus
(c) i gcoinnibh Ciste na Síntiúsairí Taisce suim deich bpingne in aghaidh gach baill den chiste sin, agus
(d) i gcoinnibh Ciste na nDaoine Saora, suim chúig pingne in aghaidh gach baill den chiste sin.
(2) Na suimeanna iomdha a horduítear leis an bhfo-alt san roimhe seo a chur i gcoinnibh ciste sochair gach cumainn cheaduithe, Ciste na bhFórsaí Mileata (Socruithe Idirnáisiúnta), Ciste na Síntiúsairí Taisce agus Ciste na nDaoine Saora fé seach, cuirfear iad chun creidiúna don Chiste Liaigh-Dheimhniúcháin.
(3) Chun an tsuim iomlán a bheidh le cur i gcoinnibh aon chiste fén alt so d'áireamh, déanfar lán-uimhir na mball (nách saighdiúirí ar seirbhís) den chumann no den chiste d'áireamh i pé slí a ordóidh Coimisinéirí Arachais na hÉireann.
Aistreofar suimeanna áirithe o Chuntas Díolacháin na Stampaí go dtí an Ciste Liaigh-Dheimhniúcháin.
3.—(1) Pé cuid a ordóidh Coimisinéirí Arachais na hÉireann, de sna suimeanna a haistreofaí chun Prímh-Chiste an Arachais Sláinte Náisiúnta do réir alt 29 den National Health Insurance Act, 1918 (le n-a socruítear conus a deighleálfar le suimeanna a bheidh i gCúntas Díolacháin na Stampaí agus ná héileofar), cuirfar í chun creidiúna don Chiste Liaigh-Dheimhniúcháin, fé réir na teorann a horduítear ina dhiaidh seo anso, in ionad í aistriú amhlaidh.
(2) An méid iomlán a cuirfar chun creidiúna don Chiste Liaigh-Dheimhniúcháin fén alt so, ní ragha sé thar pé méid is leor, i dteanta na suimeanna a cuirfar chun creidiúna don chiste sin fé sna forálacha roimhe seo den Acht so, chun na suimeanna san d'íoc a horduítear leis an Acht so a íoc amach as an gCiste Liaigh-Dheimhniúcháin.
Suimeanna a híocfar amach as an gCiste Liaigh-Dheimhniúcháin.
4.—Íocfar amach as an gCiste Liaigh-Dheimhniúcháin—
(a) pé suimeanna i gcóir na bliana 1924 a shocróidh Coimisinéirí Arachais na hÉireann, le cead ón Aire Airgid, a bheith iníoctha le dochtúirí leighis i gcóir Liaigh-Dheimhniúcháin, agus
(b) le gach cumann ceaduithe suim a háireofar do réir ráta nách mó ná pingin agus leathphinge per annum in aghaidh gach baill (nách saighdiúir ar seirbhís) den chumann, pé suim is gá chun aon tsuimeanna d'íoc a cheadóidh an tAire Airgid a íoc sa bhliain 1924 leis an gcumann ceaduithe sin mar gheall ar chostas athbharúla leighighe d'fháil.
Cuid IV. den Acht um Arachas Sláinte Náisiúnta, 1923, do chur i mbaint.
5.—In ainneoin éinní ina choinnibh sin i bhfo-alt (1) d'alt 25 den Acht um Arachas Sláinte Náisiúnta, 1923 (Uimh. 20 de 1923), bainfidh Cuid IV. den Acht san agus tuigfar gur bhain sí riamh le saighdiúirí a liostáladh tar éis an 1adh lá de Bhealtaine, 1923, ar feadh tréimhse ba shia ná dhá mhí dhéag chó maith leis na saighdiúirí a luaidhtear sa bhfo-alt san.
Leanfidh alt 27 den Acht um Arachas Sláinte Náisiúnta, 1923, i bhfeidhm.
6.—Leanfidh alt 27 (a bhaineann le conus a deighleálfar le suimeanna a bheidh i gCúntas Díolacháin na Stampaí agus ná héileofar) den Acht um Arachas Sláinte Náisiúnta, 1923 (Uimh. 20 de 1923), i bhfeidhm go dtí an 31adh lá de Mhí na Nodlag, 1925.
Tosach feidhme, buaine, gearrtheideal, agus léiriú.
7.—(1) Tuigfar an tAcht so do theacht i ngníomh an 1adh lá d'Eanair, 1924, agus beidh sé i bhfeidhm agus beidh éifeacht aige ar an lá san agus ón lá san amach.
(2) Féadfar an tAcht um Arachas Sláinte Náisiúnta, 1924, do ghairm den Acht so agus léireofar é mar éinní amháin leis na hAchtanna um Arachas Sláinte Náisiúnta, 1911 go 1923.
(3) Féadfar na hAchtanna um Arachas Sláinte Náisiúnta, 1911 go 1923, agus an tAcht so do luadh le chéile fén ainm na hAchtanna um Arachas Sláinte Náisiúnta, 1911 go 1924.

NATIONAL HEALTH INSURANCE ACT, 1924.
Establishment of Medical Certification Fund.
1.—There shall be established under the control and management of the Irish Insurance Commissioners, a fund to be known as the Medical Certification Fund.
Method of providing funds for Medical Certification Fund.
2.—(1) There shall be debited—
(a) to the benefit fund of every approved society, the sum of tenpence in respect of each member (not being a serving soldier) of that approved society, and
(b) to the Military Forces (International Arrangements) Insurance Fund, the sum of tenpence in respect of each member (not being a serving soldier) of that fund, and
(c) to the Deposit Contributors' Fund, the sum of tenpence in respect of each member of that fund, and
(d) to the Exempt Persons' Fund, the sum of fivepence in respect of each member of that fund.
(2) The several sums directed by the foregoing sub-section to be debited to the benefit fund of every approved society, the Military Forces (International Arrangements) Fund, the Deposit Contributors' Fund, and the Exempt Persons' Fund respectively, shall be credited to the Medical Certification Fund.
(3) For the purpose of calculating the total sum to be debited to any fund under this section, the total number of members (not being serving soldiers) of a society or fund shall be calculated in such manner as the Irish Insurance Commissioners shall direct.
Certain sums to be transferred from Stamp Sales Account to Medical Certification Fund.
3.—(1) Subject to the limitation hereinafter prescribed, such part as the Irish Insurance Commissioners shall direct of the sums which under section 29 of the National Health Insurance Act, 1918 (which provides for the disposal of sums unclaimed in the Stamps Sales Account) would be carried to the National Health Insurance Central Fund shall, instead of being so carried, be credited to the Medical Certification Fund.
(2) The total amount to be credited to the Medical Certification Fund under this section shall not exceed such sum as, together with the sums to be credited to the said Fund under the foregoing provisions of this Act, shall be sufficient to meet the sums directed by this Act to be paid out of the Medical Certification Fund.
Sums to be paid out of the Medical Certification Fund.
4.—There shall be paid out of the Medical Certification Fund—
(a) such sums in respect of the year 1924 as the Irish Insurance Commissioners with the approval of the Minister for Finance may determine to be payable to medical practitioners for medical certification, and
(b) to each approved society such sum calculated at a rate not exceeding one penny and one half-penny per annum in respect of each member (not being a serving soldier) of the society as may be required to meet any sums sanctioned by the Minister for Finance for payment in the year 1924 to that approved society in respect of the cost of obtaining second medical opinions.
Application of Part IV of the National Health Insurance Act, 1923.
5.—Notwithstanding anything to the contrary contained in sub-section (1) of section 25 of the National Health Insurance Act, 1923 (No. 20 of 1923), Part IV of that Act shall apply and be deemed always to have applied to soldiers enlisted after the 1st day of May, 1923, for a period exceeding twelve months as well as to the soldiers mentioned in the said sub-section.
Extension of section 27 of National Health Insurance Act, 1923.
6.—Section 27 (which relates to the application of sums unclaimed in the Stamps Sales Account) of the National Health Insurance Act, 1923 (No. 20 of 1923), shall continue in force until the 31st day of December, 1925.
Commencement, duration, short title, and construction.
7.—(1) This Act shall be deemed to have come into operation on and shall be in force and have effect as on and from the 1st day of January, 1924.
(2) This Act may be cited as the National Health Insurance Act, 1924, and shall be construed as one with the National Health Insurance Acts, 1911 to 1923.
(3) The National Health Insurance Acts, 1911 to 1923, and this Act may be cited together as the National Health Insurance Acts, 1911 to 1924.
