Toghacháin do chur ar ath-ló
2.—(1) Na céad thoghacháin cinn trí mblian eile do bhaill údarás n-áitiúil (seachas comhairlí contae-bhuirgí) a dlighfear do chomóra tar éis an Achta so do rith déanfar, agus deintear leis seo, iad do chur ar ath-ló go dtí pé dáta, nách déanaí ná an 15adh lá d'Iúl, 1934, a cheapfaidh an tAire le hordú.
(2) Gach toghachán do bhaill údaráis áitiúla (seachas comhairle chontae-bhuirge) nách toghachán cinn trí mblian ach is gá do réir dlí do chomóra fe cheann tréimhse bheidh caithte laistigh de thrí bliana tar éis an Achta so do rith, déanfar, d'ainneoin éinní atá in aon achtachán eile, é do chomóra ar pé dáta cheapfaidh an tAire le hordú pe'ca roimh an tréimhse sin de thrí bliana do bheith caithte no dá éis sin a bheidh an dáta san ach gan é bheith níos déanaí ná an 15adh lá d'Iúl, 1934, i gcás ar bith.
(3) I gcás in ar ghá do réir dlí toghachán do bhaill údaráis áitiúla (seachas comhairle chontae-bhuirge) do chomóra laistigh de thréimhse do bhí caithte tar éis an 15adh lá de Bhealtaine, 1931, agus roimh an Acht so do rith agus nár comóradh aon toghachán do bhaill an údaráis áitiúla san laistigh den tréimhse sin, deintear leis seo an tréimhse sin do chur i bhfaid agus tuigfear go raibh sí riamh curtha i bhfaid go dtí an lá tar éis lae an Achta so do rith agus bainfidh an fo-alt san díreach roimhe seo den alt so leis an toghachán san dá réir sin.
(4) Féadfar dátaí deifriúla do cheapa fén alt so chun toghachán do bhaill d'údaráis áitiúla deifriúla no de shaghsanna deifriúla údarás n-áitiúil do chomora.
(5) Féadfaidh an tAire ordú fén alt so (agus an fo-alt so d'áireamh) le n-a gceapfar dáta comórtha toghacháin do cheiliúra le hordú eile ina dhiaidh sin ach i ngach cás den tsórt san déanfaidh an tAire leis an ordú eile sin dáta nua nách déanaí ná an 15adh lá d'Iúl, 1934, do cheapa chun an toghacháin sin do chomóra.
(6) San Acht so cialluíonn an abairt “an lá ceaptha” an lá ceapfar fén alt so chun an toghacháin do bhaill an údaráis áitiúla gur ina thaobh a húsáidtear an abairt do chomóra.
Forálacha iarmartacha maidir le contaethoghacháin cinn trí mblian.
3.—Beidh éifeacht ag na forálacha so leanas maidir le gach toghachán cinn trí mblian, do bhaill chomhairle contae, a cuirtear ar ath-ló leis an Acht so, sé sin le rá:—
(a) is ar an lá ceaptha comórfar an toghachán san agus, fé réir forálacha an Achta so, tuigfear gur toghachán cinn trí mblian é;
(b) lasmuich de chás dá bhforáltar a mhalairt leis an Acht so, sé is lá ceaptha chun crícheanna Coda II d'Acht, 1927, ná an chéad ghnáth-lá toghacháin do bhaill na comhairle sin tar éis an Achta so do rith;
(c) chun crícheanna Coda II d'Acht 1927 sé is céad ghnáthlá do bhaill na comhairle sin chun dul as oifig tar éis an Achta so do rith ná an seachtú lá tar éis an lae cheaptha;
(d) déanfar agus deintear leis seo an téarma oifige atá á chaitheamh le linn an Achta so do rith ag baill na comhairle sin do chur i bhfaid go dtí an seachtú lá tar éis an lae cheaptha.
Forálacha iarmartacha maidir le toghacháin eile cinn trí mblian.
4.—Beidh éifeacht ag na forálacha so leanas maidir le gach toghachán cinn trí mblian, do bhaill chomhairle buirge (seachas contae-bhuirg), chomhairle bailecheanntair no choimisinéirí baile, a cuirtear ar ath-ló leis an Acht so, sé sin le rá:—
(a) is ar an lá ceaptha comórfar an toghachán san agus, fé réir forálacha an Achta so, tuigfear gur toghachán cinn trí mblian é;
(b) lasmuich de chás dá bhforáltar a mhalairt leis an Acht so, sé is lá ceaptha chun crícheanna Coda II d'Acht 1927 ná an chéad ghnáth-lá toghacháin do bhaill na comhairle no na gcoimisinéirí sin tar éis an Achta so do rith;
(c) chun crícheanna Coda II d'Acht 1927 sé is céad ghnáthlá do bhaill na comhairle no na gcoimisinéirí sin chun dul as oifig tar éis an Achta so do rith ná an cúigiú lá tar éis an lae cheaptha;
(d) déanfar agus deintear leis seo an téarma oifige atá á chaitheamh le linn an Achta so do rith ag baill na comhairle no na gcoimisinéirí sin do chur i bhfaid go dtí an cúigiú lá tar éis an lae cheaptha.
Forálacha iarmartacha maidir le toghacháin nách toghacháin cinn trí mblian.
5.—(1) Ní bheidh éifeacht maidir le toghachán (seachas toghachán cinn trí mblian) is gá do réir an Achta so do chomóra ar an lá ceaptha ag foráil ar bith atá in aon achtachán eile agus le n-a gceaptar an aimsir gur laistigh di a comórfar no a cuirfear fé ndeár go gcomórfar aon toghachán den tsórt san.
(2) Pé uair a dhéanfaidh an tAire ordú fén Acht so ag ceapa dáta comórtha toghacháin nách toghachán cinn trí mblian dearbhóidh an tAire leis an ordú san, i dtaobh an toghacháin a comórfar ar an dáta ceapfar amhlaidh, ce'ca tuigfear gur toghachán cinn trí mblian é chun an údaráis áitiúla toghfar tríd no ná tuigfear, agus leis sin—
(a) má dhearbhuíonn an tAire amhlaidh go dtuigfear gur toghachán cinn trí mblian an toghachán san, beidh an toghachán san chun gach críche ina thoghachán cinn trí mblian chun an údaráis áitiúla toghfar tríd agus beidh feidhm ag Cuid II d'Acht 1927 dá réir sin; ach
(b) má dhearbhuíonn an tAire amhlaidh ná tuigfear gur toghachán cinn trí mblian an toghachán san, ní bheidh an toghachán san ina thoghachán cinn trí mblian chun an údaráis áitiúla toghfar tríd agus an chéad thoghachán chun an údaráis áitiúla san a comórfar tar éis an toghacháin sin beidh sé ina thoghachán cinn trí mblian agus chun crícheanna an Achta so isé an chéad thoghachán cinn trí mblian é do bhaill an údaráis áitiúla san a dlighfear do chomóra tar éis an Achta so do rith agus bainfidh an tAcht so leis dá réir sin.
Téarma oifige ball áirithe de bhúird, etc., áirithe, do chur i bhfaid.
6.—(1) Baineann an t-alt so—
(a) le gach bord, coiste, no cólucht eile gur gá do réir dlí go gceapfadh comhairle chontae gach ball no aon bhall de i gcionn gach trí mblian; agus
(b) leis na baill sin d'aon bhord, coiste, no cólucht eile den tsórt san (pe'ca cuid de bhaill an chóluchta san iad no iomlán na mball san) a ceaptar ag comhairle chontae 'na ndeineann an tAcht so toghachán cinn trí mblian chúichi do chur ar ath-ló agus go mbeadh an téarma oifige atá acu á chaitheamh le linn rithte an Achta so caithte, mara mbeadh an t-alt so, ar dháta do bheadh ag brath ar dháta an toghacháin cinn trí mblian san.
(2) An téarma oifige atá á chaitheamh, le linn an Achta so do rith, ag baill gach búird, coiste, no cólucht eile le n-a mbaineann an t-alt so, pé baill acu le n-a mbaineann an t-alt so, deintear leis seo é do chur i bhfaid go dtí an lá tar éis lae an chéad chruinnithe bhliantúla bheidh ann tar éis an lae cheaptha den chomhairle do cheap na baill sin.
(3) Isé an tAire do bhéarfaidh breith ar gach amhrus, ceist, agus aighneas i dtaobh ce'ca tá no ná fuil aon bhord, coiste, no cólucht eile áirithe, ina bhord, ina choiste, no ina chólucht eile le n-a mbaineann an t-alt so no i dtaobh ce'ca tá no ná fuil aon bhall áirithe d'aon chólucht den tsórt san ina bhall le n-a mbaineann an t-alt so agus ní bheidh dul thar an mbreith sin.
Foth-fholúntaisí thárlóidh roimh an lá ceaptha.
7.—(1) Gach foth-fholúntas le n-a mbaineann an t-alt so imeasc ballra údaráis áitiúla 'na ndeineann an tAcht so toghachán cinn trí mblian chuige do chur ar ath-ló féadfar é do líona tríd an údarás áitiúil sin do roghnú duine chun an fhoth-fholúntais sin do líona ach ní har aon tslí eile.
(2) Duine roghnóidh údarás áitiúil fén alt so chun fothfholúntais le n-a mbaineann an t-alt so do líona beidh sé i seilbh oifige ar gach slí díreach fé is dá dtoghtaí é chun an fholúntais sin do líona.
(3) Baineann an t-alt so le gach foth-fholúntas do thárla ach nár líonadh roimh an Acht so do rith no a thárlóidh tar éis an Achta so do rith agus roimh an lá ceaptha agus go mba ghá do réir dlí i gceachtar cás acu san é do líona tré thogha mara mbeadh an t-alt so.
Pionóisí ghabhann le heirghe-as do mhaitheamh.
8.—Má dheineann aon bhall d'údarás áitiúil 'na ndeineann an tAcht so toghachán cinn trí mblian chuige do chur ar ath-ló eirghe as a oifig mar bhall den tsórt san tar éis an Achta so do rith agus roimh an lá ceaptha, ní dlighfear aon fhíneáil ná pionós eile do chur air i dtaobh ná alos an eirithe-as san.
Cosaint ar dhícháiliú i gcásanna áirithe.
9.—Má thárla no má thárlann do bhall d'údarás áitiúil 'na ndeineann an tAcht so toghachán cinn trí mblian chuige do chur ar ath-ló scur de bheith ina thoghthóir rialtais áitiúla i líomatáiste feidhmiúcháin an údaráis áitiúla san de bhíthin clár nua de thoghthóirí rialtais áitiúla do theacht i bhfeidhm an 1adh lá de Mheitheamh, 1931, no aon lá tar éis an Achta so do rith, ní leor an scur san amháin chun é do dhí-cháiliú chun leanúint i seilbh oifige mar bhall den údarás áitiúil sin go dtí an chéad ghnáth-lá do bhaill an údaráis áitiúla san chun dul as oifig tar éis an Achta so do rith.
Cruinnithe bliantúla agus ráithiúla áirithe d'údaráis áitiúla do chur ar ath-ló.
10.—(1) Gach cruinniú bliantúil de chomhairle chontae, de chomhairle bhailecheanntair nách buirg no de choimisinéirí baile gur gá, de bhua altanna 8 agus 9 d'Acht 1927, é do chomóra i rith na tréimhse dar tosach an 23adh lá de Mheitheamh, 1932, agus dar críoch an 1adh lá d'Iúl, 1932, comórfar é, d'ainneoin éinní atá sna haltanna san, pé uair agus pé lá cheapfaidh an chomhairle no na coimisinéirí sin ach gan an lá do bheith níos luatha ná an 23adh lá de Lúnasa, 1932, ná níos déanaí ná an 1adh lá de Mheán Fhomhair, 1932.
(2) Gach cruinniú ráithiúil de chomhairle chontae-bhuirge no bhuirge eile gur gá, de bhua ailt 10 d'Acht, 1927, é do chomóra i rith na tréimhse dar tosach an 23adh lá de Mheitheamh, 1932, agus dar críoch an 1adh lá d'Iúl, 1932, comórfar é, d'ainneoin éinní atá san alt san, pé uair agus pé lá cheapfaidh an chomhairle sin ach gan an lá do bheith níos luatha ná an 23adh lá de Lúnasa, 1932, ná níos déanaí ná an 1adh lá de Mheán Fhomhair, 1932.
(3) Beidh feidhm ag alt 11 d'Acht 1927 maidir le gach cruinniú bliantúil agus gach cruinniú ráithiúil go gceapfar lá a gcomórtha fén alt so díreach fé is dá mba fén Acht san do ceapfaí an lá san.
(4) Chun crícheanna Achta 1927 beidh cruinniú bliantúil no cruinniú ráithiúil a comórfar ar dháta ceapfar fén alt so ina chruinniú bhliantúil no ina chruinniú ráithiúil (pe'ca aca é) ar n-a chomóra ar dháta do ceapadh fén Acht san.

11.—An tagairt atá i bhfo-alt (7) d'alt 9 den Local Government (Ireland) Act, 1898, mar a leasuítear é le halt 77 den Acht Rialtais Áitiúla, 1925 (Uimh. 5 de 1925), do sna trí bliana airgeadais áitiúla san do chríochnuigh roimh an toghachán cinn trí mblian deiridh do chomhairleoirí contae, léireofar í, o am an Achta so do rith go dtí an lá ceaptha, mar thagairt do sna trí bliana airgeadais áitiúla san do chríochnuigh roimh an toghachán cinn trí mblian deiridh do chomhairleoirí contae roimh an Acht so do rith, agus beidh éifeacht ag an bhfo-alt san dá réir sin.
Toghacháin choistí áirithe oideachais ghairme beatha do chur ar ath-ló.
12.—Athghairmtear leis seo an méid d'alt 2 den Acht Oideachais Ghairme Beatha, 1930 (Uimh 29 de 1930), le n-a mínítear an abairt “bliain toghacháin” agus achtuítear leis seo ina ionad san go mbeidh éifeacht ag na forálacha so leanas chun crícheanna an Achta san, sé sin le rá:—
(a) maidir le comhairle chontae-bhuirge agus leis an gcoiste oideachais ghairme beatha do líomatáiste oideachais ghairme beatha buirge, beidh an bhliain 1931 ina bliain toghacháin agus beidh gach tríú bliain de sna blianta i ndiaidh na bliana san ina bliain toghacháin, leis; agus
(b) maidir le haon údarás áitiúil eile agus le haon choiste eile oideachais ghairme beatha, beidh an bhliain ina mbeidh an lá ceaptha fén Acht so ina bliain toghacháin, agus beidh gach tríú bliain de sna blianta i ndiaidh na bliana san ina bliain toghacháin, leis,
agus déanfar an tAcht Oideachais Ghairme Beatha, 1930, adubhradh do léiriú agus beidh éifeacht aige agus tuigfear go raibh éifeacht riamh aige dá réir sin.

13.—Más rud é, toisc toghacháin cinn trí mblian do chur ar athló leis an Acht so, ná beidh aon dáta ceaptha ag údarás áitiúil chun an chruinnithe bhliantúla no an chruinnithe ráithiúla (pe'ca aca é), den údarás áitiúil sin do chomóra gur gá do réir dlí é do chomóra i rith na tréimhse dar tosach an 23adh lá de Mheitheamh, 1931, agus dar críoch an 1adh lá d'Iúl, 1931, no go bhfuil no go mbeidh aon deacracht eile ann i dtaobh an chruinnithe sin, féadfaidh an tAire le hordú pé socrú do dhéanamh i dtaobh an chruinnithe sin (agus ceapa dáta a chomórtha d'áireamh) is dóich leis is gá chun a chur in áirithe go gcomórfar an cruinniú san go cuibhe laistigh den tréimhse sin agus go ndéanfar gnó an chruinnithe sin go cuibhe ag an gcruinniú san.
Achtacháin d'oiriúnú.
14.—Sa mhéid go mbainid le toghachán ar bith a chuireann an tAcht so ar ath-ló no le cruinnithe údaráis áitiúla 'na gcuireann an t-Acht so toghachán chuige ar ath-ló no le cruinniú ar bith a chuireann an tAcht so ar ath-ló, beidh éifeacht, fé réir forálacha an Achta so, ag gach reacht, ordú, agus rialachán a bhaineann le toghacháin do bhaill aon údaráis áitiúla no le cruinnithe aon údaráis áitiúla, agus féadfaidh an tAire, le-hordú, pé oiriúnú no atharú do dhéanamh ar aon reacht, ordú no rialachán den tsórt san is dóich leis is gá chun go mbeidh éifeacht ag an reacht, ag an ordú, no ag an rialachán san do réir an ailt seo.

LOCAL ELECTIONS AND MEETINGS (POSTPONEMENT) ACT, 1931.
Definitions.
1.—In this Act—
the expression “the Minister” means the Minister for Local Government and Public Health;
the expression “local authority” means and includes the council of a county, the council of a county or other borough, the council of an urban district, and the commissioners of a town;
the expression “the Act of 1927” means the Local Elections Act, 1927 (No. 39 of 1927).
Postponement of elections.
2.—(1) The triennial elections of members of local authorities (other than the councils of county boroughs) which are due to be held next after the passing of this Act shall be and are hereby postponed until such date not later than the 15th day of July, 1934 as the Minister shall by order appoint.
(2) Every election of members of a local authority (other than the council of a county borough) which is not a triennial election but is required by law to be held within a period expiring within three years after the passing of this Act shall, notwithstanding anything contained in any other enactment, be held on such date, whether before or after the expiration of the said period of three years but not in any case later than the 15th day of July, 1934, as the Minister shall appoint.
(3) Where an election of members of a local authority (other than the council of a county borough) was required by law to be held within a period which expired after the 15th day of May, 1931 and before the passing of this Act and no election of members of such local authority was held within such period, such period is hereby extended and shall be deemed always to have been extended until the day next after the day on which this Act is passed and the next foregoing sub-section of this section shall apply to such election accordingly.
(4) Different dates may be appointed under this section for the holding of elections of members of different local authorities or classes of local authorities.
(5) An order under this section (including this sub-section) appointing the date for the holding of an election may be revoked by the Minister by a subsequent order but in every such case the Minister shall by such subsequent order appoint a new date not later than the 15th day of July, 1934, for the holding of such election.
(6) In this Act the expression “the appointed day” means the day appointed under this section for the holding of the election of members of the local authority in relation to which the expression is used.
Consequential provisions for county triennial elections.
3.—The following provisions shall have effect in relation to every triennial election of the members of the council of a county which is postponed by this Act, that is to say:—
(a) such election shall be held on the appointed day and, subject to the provisions of this Act, shall be deemed to be a triennial election;
(b) save as is otherwise provided by this Act, the appointed day shall for the purposes of Part II of the Act of 1927 be the ordinary day of election of the members of such council next after the passing of this Act;
(c) the seventh day after the appointed day shall for the purposes of Part II of the Act of 1927 be the ordinary day of retirement of the members of such council next after the passing of this Act;
(d) the term of office current at the passing of this Act of the members of such council shall be and is hereby extended until the seventh day after the appointed day.
Consequential provisions for other triennial elections.
4.—The following provisions shall have effect in relation to every triennial election of the members of the council of a borough (other than a county borough), the council of an urban district, or the commissioners of a town which is postponed by this Act, that is to say:—
(a) such election shall be held on the appointed day and, subject to the provisions of this Act, shall be deemed to be a triennial election;
(b) save as is otherwise provided by this Act, the appointed day shall for the purposes of Part II of the Act of 1927 be the ordinary day of election of the members of such council or commissioners next after the passing of this Act;
(c) the fifth day after the appointed day shall for the purposes of Part II of the Act of 1927 be the ordinary day of retirement of the members of such council or commissioners next after the passing of this Act;
(d) the term of office current at the passing of this Act of the members of such council or commissioners shall be and is hereby extended until the fifth day after the appointed day.
Consequential provisions in regard to non-triennial elections.
5.—(1) No provision in any other enactment limiting the time within which an election (other than a triennial election) required by this Act to be held on the appointed day shall be held or caused to be held shall have effect in relation to any such election.
(2) Whenever the Minister makes an order under this Act appointing the date for the holding of an election which is not a triennial election the Minister shall by such order declare whether the election held on the date so appointed shall or shall not be deemed to be a triennial election to the local authority thereby elected, and thereupon—
(a) if the Minister so declares that such election is to be deemed to be a triennial election, such election shall for all purposes be a triennial election to the local authority thereby elected and Part II of the Act of 1927 shall apply accordingly; but
(b) if the Minister so declares that such election is not to be deemed to be a triennial election, such election shall not be a triennial election to the local authority thereby elected and the election to such local authority held next after such election shall be a triennial election and shall for the purposes of this Act be the triennial election of the members of such local authority which is due to be held next after the passing of this Act and this Act shall apply thereto accordingly.
Extension of term of office of certain members of certain boards, etc.
6.—(1) This section applies—
(a) to every board, committee, or other body all or any of the members of which are required by law to be appointed triennially by the council of a county; and
(b) to those members of any such board, committee, or other body (whether constituting the whole or part only of the membership of such body) who are appointed by the council of a county a triennial election to which is postponed by this Act and whose term of office current at the passing of this Act would but for this section terminate on a date calculated by reference to such triennial election.
(2) The term of office current at the passing of this Act of those members to which this section applies of every board, committee, or other body to which this section applies is hereby extended until the day after the day on which is held the annual meeting next after the appointed day of the council by whom such members were appointed.
(3) Every doubt, question, and dispute as to whether any particular board, committee, or other body is or is not a board, committee, or other body to which this section applies or as to whether any particular member of any such body is or is not a member to whom this section applies shall be determined by the Minister whose decision thereon shall be final and conclusive.
Casual vacancies occurring before the appointed day.
7.—(1) Every casual vacancy to which this section applies in the membership of a local authority a triennial election to which is postponed by this Act may be filled by means of the choice by such local authority of a person to fill such vacancy but not otherwise.
(2) A person chosen under this section by a local authority to fill a casual vacancy to which this section applies shall hold office in all respects as if he had been elected to fill such vacancy.
(3) This section applies to every casual vacancy which either occurred but was not filled before the passing of this Act or shall occur after the passing of this Act and before the appointed day and which in either case would but for this section be required by law to be filled by election.
Remission of penalties for resignation.
8.—No member of a local authority a triennial election to which is postponed by this Act who shall resign his office as such member after the passing of this Act and before the appointed day shall be liable to any fine or other penalty for or on account of such resignation
Saving from disqualification in certain cases.
9.—A member of a local authority a triennial election to which is postponed by this Act who has ceased or shall cease to be a local government elector in the functional area of such local authority by reason of the coming into force of a new register of local government electors on the 1st day of June, 1931, or on any day after the passing of this Act shall not, by reason only of such cesser, be disqualified from continuing to hold office as a member of such local authority until the ordinary day of retirement of the members of such local authority next after the passing of this Act.
Postponement of certain annual and quarterly meetings of local authorities.
10.—(1) Notwithstanding anything contained in sections 8 and 9 of the Act of 1927, every annual meeting of the council of a county, the council of an urban district which is not a borough, or of the commissioners of a town which is required by virtue of those sections to be held during the period beginning on the 23rd day of June, 1932, and ending on the 1st day of July, 1932, shall be held at such hour on such day, not earlier than the 23rd day of August, 1932, nor later than the 1st day of September, 1932, as such council or commissioners shall appoint.
(2) Notwithstanding anything contained in section 10 of the Act of 1927, every quarterly meeting of the council of a county or other borough which is required by virtue of that section to be held during the period beginning on the 23rd day of June, 1932, and ending on the 1st day of July, 1932, shall be held at such hour on such day, not earlier than the 23rd day of August, 1932, nor later than the 1st day of September, 1932, as such council shall appoint.
(3) Section 11 of the Act of 1927 shall apply in respect of every annual meeting and every quarterly meeting the day for the holding of which is appointed under this section in like manner as if such day had been appointed under that Act.
(4) An annual meeting or a quarterly meeting held on a date appointed under this section shall for the purposes of the Act of 1927 be an annual meeting or a quarterly meeting (as the case may be) held on a date appointed under that Act.
Amendment of section 9 of the Local Government (Ireland) Act, 1898.
11.—The reference in sub-section (7) of section 9 of the Local Government (Ireland) Act, 1898, as amended by section 77 of the Local Government Act, 1925 (No. 5 of 1925), to the three local financial years which ended next before the last triennial election of county councillors shall from the passing of this Act until the appointed day be construed as a reference to the three local financial years which ended next before the triennial election of county councillors next before the passing of this Act, and the said sub-section shall have effect accordingly.
Postponement of elections of certain vocational education committees.
12.—So much of Section 2 of the Vocational Education Act, 1930 (No. 29 of 1930), as defines the expression “election year” is hereby repealed and in lieu thereof it is hereby enacted that for the purposes of the said Act the following provisions shall have effect, that is to say:—
(a) in relation to the council of a county borough and to the vocational education committee for a borough vocational education area, the year 1931 shall be an election year, and every third successive year after that year shall also be an election year; and
(b) in relation to any other local authority and to any other vocational education committee, the year in which the appointed day under this Act occurs shall be an election year, and every third successive year after that year shall also be an election year,
and the said Vocational Education Act, 1930, shall be construed and have effect and be deemed always to have had effect accordingly.
Removal of difficulties in regard to certain meetings.
13.—Where, in consequence of the postponement of a triennial election by this Act, no date has been appointed by a local authority for the holding of the annual meeting or the quarterly meeting (as the case may be) of such local authority which is required by law to be held during the period beginning on the 23rd day of June, 1931, and ending on the 1st day of July, 1931, or there is or shall be any other difficulty in regard to such meeting, the Minister may by order make such provision in regard to such meeting (including appointing a date for the holding thereof) as shall appear to him necessary for securing that such meeting shall be duly held within the said period and that the business of such meeting shall be duly transacted thereat.
Adaptation of enactments.
14.—Every statute, order, and regulation relating to elections of members of any local authority or to the meetings of any local authority shall, in so far as it relates to any election postponed by this Act or to the meetings of a local authority an election to which is postponed by this Act or to any meeting which is postponed by this Act, have effect subject to the provisions of this Act, and the Minister may by order make such adaptations of or modifications in any such statute, order, or regulation as may in his opinion be necessary to enable such statute, order, or regulation to have effect in accordance with this section.
Short title.
15.—This Act may be cited as the Local Elections and Meetings (Postponement) Act, 1931.
