AGUS DE BHRÍ go bhfuil Cólucht Rialúcháin an Choláiste sin tar éis socrú do dhéanamh, le goirid, tré reacht chun a chur in áirithe gur tríd an nGaedhilg a thabharfaidh daoine áirithe d'ollamhain agus de léigheachtóirí an Choláiste sin a gcuid léigheacht agus go bhfuil beartuithe acu pé nithe eile is féidir do dhéanamh chun a chur in áirithe go mbeidh ag méadú ar an gcion d'fheidhmeanna acadaimh agus riaracháin an Choláiste sin a bheidh á dhéanamh tríd an nGaedhilg:
AGUS DE BHRÍ go bhfuil an Cólucht Rialúcháin sin tar éis na táillí is iníoctha sa Choláiste sin ag na mic léighinn ann do laigheadú le goirid agus tar éis a ghabháil le n-a n-ais, fós, scéim scoláireachta do bhunú do mhic léighinn sa Choláiste sin atá ina gcainteoirí dúthchais Gaedhilge:

1.—San Acht so cialluíonn an abairt “an Coláiste” Coláiste na Príomh-Scoile, Gaillimh.

2.—(1) An méid d'fho-alt (2) d'alt 7 den Irish Universities Act, 1908, agus den Tríú Sceideal a ghabhann leis an Acht san le n-a bhforáltar suim bhliantúil de dhá mhíle déag pnnt d'íoc leis an gColáiste scuirfe sé d'éifeacht do bheith aige ón 31adh lá de Mhárta, 1930, agus ina ionad san achtuítear leis seo go n-íocfar leis an gColáiste, amach as airgead a sholáthróidh an tOireachtas, suim d'ocht míle fichead punt sa bhliain airgeadais dar tosach an 1adh lá d'Abrán, 1930, agus i ngach bliain airgeadais ina dhiaidh sin.
(2) Mar chabhair bhreise chun íoctha costaisí pé nithe dhéanfaidh an Coláiste ina dhiaidh seo le haghaidh an cion den teagasc a tugtar tríd an nGaedhilg do mhéadú no socrú níos fearr do dhéanamh i gcóir stuidéir ar theangain agus ar litríocht na Gaedhilge féadfaidh an tAire Airgid, más oiriúnach agus nuair is oiriúnach leis é, le hordú a déanfar ar mhola an Aire Oideachais, an tsuim sin d'ocht míle fichead punt do mhéadú tré pé suim ná raghaidh thar dhá mhíle punt agus a luadhfar san ordú san do chur léi, agus féadfaidh an tAire Airgid le haon ordú a déanfar ar an slí chéanna ina dhiaidh sin an tsuim sin d'ocht míle fichead punt do mhéadú tuille ach san i slí ná raghaidh méid an mhéaduithe sin, maraon le gach méadú do dineadh roimhe sin fén bhfo-alt so, thar suim dhá mhíle punt.
(3) Pé uair a déanfar ordú fén bhfo-alt san roimhe seo déanfar an tsuim sin d'ocht míle fichead punt is iníoctha leis an gColáiste fén alt so do mhéadú do réir an orduithe sin in aghaidh na bliana airgeadais a bheidh ann ar dháta an orduithe sin agus in aghaidh gach bliana airgeadais ina dhiaidh sin agus íocfar leis an gColáiste í dá réir sin as airgead a sholáthróidh an tOireachtas.
(4) Gach ordú a dhéanfaidh an tAire Airgid fén alt so leagfar é fé bhráid Dháil Éireann chó luath agus is féidir é tar éis a dhéanta, agus má dhineann Dáil Éireann, laistigh den lá is fiche a shuidhfidh an Dáil dá éis sin, rún do rith ag cur an orduithe sin i nea-mbrí beidh an t-ordú san curtha i nea-mbrí dá réir sin, ach beidh san gan dochar do dhleathacht éinní do dineadh roimhe sin fén ordú san.
(5) Gach airgead a híocfar leis an gColáiste fén alt so cuirfidh an Coláiste chun crícheanna generálta an Choláiste é.

3.—Beidh sé de dhualgas ar Sheanad Phríomh-Scoil Náisiúnta na hÉireann, ar Chólucht Rialúcháin an Choláiste, no ar Uachtarán an Choláiste (do réir mar bheidh), le linn duine do cheapa chun aon oifige no puist sa Choláiste, duine do cheapa chun na hoifige no an phuist sin a bheidh inniúil ar dhualgaisí an chéanna do chólíona tríd an nGaedhilg: ach duine a bheidh inniúil amhlaidh agus, fós, a bheidh oiriúnach ar gach slí eile do bheith le fáil imeasc na ndaoine bheidh ina n-iarrthóirí no is féidir d'fháil ar aon tslí eile don oifig no don phost san.

AND WHEREAS the Governing Body of the said College has lately made provision by statute for securing that certain of the professors and lecturers of the said College shall deliver their lectures in the Irish language, and proposes to take such further steps as circumstances may permit to secure that an increasing proportion of the academic and administrative functions of the said College shall be performed through the medium of the Irish language:
AND WHEREAS the said Governing Body has lately reduced the fees payable in the said College by the students thereat and has also undertaken to establish a scholarship scheme for students at the said College who are native speakers of the Irish language:
AND WHEREAS by reason of the matters hereinbefore recited and the fall in the value of money in recent years the said annual grant of twelve thousand pounds has become inadequate for the needs of the said College:
BE IT THEREFORE ENACTED BY THE OIREACHTAS OF SAORSTÁT EIREANN AS FOLLOWS:—
Definition.
1.—In this Act the expression “the College” means University College, Galway.
Increase of annual grant.
2.—(1) So much of sub-section (2) of section 7 of the Irish Universities Act, 1908, and the Third Schedule to that Act as provides for the payment of the annual sum of twelve thousand pounds to the College shall cease to have effect as from the 31st day of March, 1930, and in lieu thereof it is hereby enacted that there shall be paid to the College, out of moneys provided by the Oireachtas, the sum of twenty-eight thousand pounds in the financial year beginning on the 1st day of April, 1930, and in every subsequent financial year.
(2) Towards meeting further the cost of such measures as the College may hereafter take with a view to increasing the proportion of instruction given through the medium of the Irish language, or making better provision for the study of the Irish language and literature, the Minister for Finance may, if and when he so thinks fit, by order made on the recommendation of the Minister for Education increase the said sum of twenty-eight thousand pounds by such sum not exceeding two thousand pounds as shall be specified in such order, and the Minister for Finance may by any subsequent order similarly made further increase the said sum of twenty-eight thousand pounds but so that the amount of such increase together with all increases previously made under this sub-section shall not exceed the sum of two thousand pounds.
(3) Whenever an order is made under the foregoing sub-section, the said sum of twenty-eight thousand pounds payable to the College under this section shall, for the financial year current at the date of such order and every subsequent financial year, be increased in accordance with such order and be paid to the College accordingly out of moneys provided by the Oireachtas.
(4) Every order made by the Minister for Finance under this section shall be laid before Dáil Eireann as soon as may be after it is made and if Dáil Eireann shall, within the next subsequent twenty-one days on which it has sat, pass a resolution annulling such order, such order shall be annulled accordingly but without prejudice to the validity of anything previously done under such order.
(5) All moneys paid to the College under this section shall be applied by the College for the general purposes of the College.
Obligation to appoint Irish speakers.
3.—It shall be the duty of the Senate of the National University of Ireland, the Governing Body of the College, or the President of the College (as the case may be), when making an appointment to any office or situation in the College, to appoint to such office or situation a person who is competent to discharge the duties thereof through the medium of the Irish language: provided a person so competent and also suitable in all other respects is to be found amongst the persons who are candidates or otherwise available for such appointment.
Short title.
4.—This Act may be cited as the University College Galway Act, 1929.
