Mínithe.
1.—San Acht seo—
ciallaíonn “an lá ceaptha” an lá díreach i ndiaidh an lae dhílseacháin (de réir bhrí an Achta Seirbhísí Poist agus Teileachumarsáide, 1983);
folaíonn “feidhmeanna” cumhachtaí agus dualgais agus folaíonn tagairt do chomhalladh feidhmeanna, maidir le cumhachtaí agus dualgais, tagairt d'fheidhmiú cumhachtaí agus do chomhlíonadh dualgas;
tá le “ionstraim reachtúil” an bhrí a shanntar dó leis an Acht Léiriúcháin, 1937.
An Roinn Cumarsáide.
2.—(1) Beidh, ar an lá ceaptha, Roinn Stáit arna bunú ar a dtabharfar agus dá ngairfear an Roinn Cumarsáide nó (i mBéarla) the Department of Communications.
(2) An tAire Cumarsáide nó (i mBéarla) the Minister for Communications a thabharfar ar an gcomhalta den Rialtas a bheidh i mbun na Roinne Cumarsáide agus sin é a ghairfear de.
(3) Bainfidh na hAchtanna Airí agus Rúnaithe, 1924 go 1980, agus an tAcht um Fhianaise Scríbhinne, 1925, leis an Roinn Cumarsáide agus leis an gcomhalta den Rialtas a bheidh i mbun na Roinne sin ionann is dá mbeadh an Roinn sin arna bunú le halt 1 den Acht Airí agus Rúnaithe, 1924.
Feidhmeanna an Aire Poist agus Telegrafa a aistriú agus an oifig a chur ar ceal.
3.—(1) Ar an lá ceaptha—
(a) déanfar, de bhua an ailt seo, na feidhmeanna a bhí, díreach roimh an lá ceaptha, dílsithe don Aire Poist agus Telegrafa, a aistriú go dtí an tAire Cumarsáide, agus
(b) déanfar, de bhua an ailt seo, oifig an Aire Poist agus Telegrafa agus an Roinn Poist agus Telegrafa a chur ar ceal.
(2) (a) Maidir le tagairtí don Aire Poist agus Telegrafa a bhí, díreach roimh an lá ceaptha—
(i) in aon reacht a ritheadh roimh an lá ceaptha (seachas tagairt den sórt sin san Acht Seirbhísí Poist agus Teileachumarsáide, 1983, i ndáil le hoiriúnuithe (cibé acu ina n-aonar nó fara oiriúnuithe nó leasuithe eile) ar thagairtí don Aire Poist agus Telegrafa nó i ndáil le haon ní a rinneadh nó a bhí ar marthain roimh an lá dílseacháin (de réir bhrí an Achta sin)), nó
(ii) in aon ionstraim reachtúil a rinneadh roimh an lá ceaptha (seachas ionstraim reachtúil dá dtagraítear in alt 9 (2), 72, 74 (4) nó 92 nó i bhfo-alt (2) nó (4) d'alt 103 den Acht sin),
déanfar, ar an lá ceaptha agus dá éis, iad a fhorléiriú mar thagairtí don Aire Cumarsáide.
(b) Féadfaidh an tAire Cumarsáide rialacháin a dhéanamh chun lán-éifeacht a thabhairt do mhír (a) den fho-alt seo, ag féachaint d'fho-alt (1) den alt seo agus don Acht Seirbhísí Poist agus Teileachumarsáide, 1983.
(c) Gach rialachán a dhéanfaidh an tAire Cumarsáide faoin bhfo-alt seo leagfar é faoi bhráid gach Tí den Oireachtas a luaithe is féidir tar éis a dhéanta, agus, má dhéanann ceachtar Teach acu sin, laistigh den lá is fiche a shuífidh an Teach sin tar éis an rialachán a leagan faoina bhráid, rún a rith ag neamhniú an rialacháin, beidh an rialachán ar neamhní dá réir sin ach sin gan dochar d'aon ní a rinneadh roimhe sin faoin rialachán.
Riarachán agus gnó na Roinne Poist agus Telegrafa a aistriú.
4.—(1) Ar an lá ceaptha, aistreofar go dtí an Roinn Cumarsáide an riarachán agus an gnó a bhaineann le comhalladh aon fheidhmeanna a aistrítear le halt 3 den Acht seo.
(2) Ar an lá ceaptha agus dá éis, forléireofar mar thagairtí don Roinn Cumarsáide tagairtí don Roinn Poist agus Telegrafa a bhí, díreach roimh an lá ceaptha, in aon reacht (seachas an tAcht Seirbhísí Poist agus Teileachumarsáide, 1983) nó ionstraim reachtúil a ritheadh nó a rinneadh roimh an lá ceaptha.
Feidhmeanna an Aire Iompair a aistriú agus an oifig a chur ar ceal.
5.—(1) Ar an lá ceaptha—
(a) déanfar, de bhua an ailt seo, na feidhmeanna a bhí díreach roimh an lá ceaptha dílsithe don Aire Iompair, a aistriú go dtí an tAire Cumarsáide, agus
(b) déanfar, de bhua an ailt seo, oifig an Aire Iompair agus an Roinn Iompair a chur ar ceal.
(2) Ar an lá ceaptha agus dá éis, forléireofar mar thagairtí don Aire Cumarsáide tagairtí don Aire Iompair a bhí, díreach roimh an lá ceaptha, in aon reacht nó ionstraim reachtúil a ritheadh nó a rinneadh roimh an lá ceaptha.
Riarachán agus gnó na Roinne Iompair a aistriú.
6.—(1) Ar an lá ceaptha, aistreofar go dtí an Roinn Cumarsáide an riarachán agus an gnó a bhaineann le comhalladh aon fheidhmeanna a aistrítear le halt 5 den Acht seo.
(2) Ar an lá ceaptha agus dá éis, forléireofar mar thagairtí don Roinn Cumarsáide aon tagairt don Roinn Iompair a bhí, díreach roimh an lá ceaptha, in aon reacht nó ionstraim reachtúil a ritheadh nó a rinneadh roimh an lá ceaptha.
Conarthaí leanúnacha áirithe a shlánchoimeád agus oiriúnú a dhéanamh ar thagairtí áirithe don Aire Poist agus Telegrafa agus don Aire Iompair i ndoiciméid áirithe.
7.—(1) (a) Gach banna, ráthaíocht nó urrús eile de chineál leanúnach a rinne nó a thug an tAire Poist agus Telegrafa, nó a rinneadh nó a tugadh thar a cheann, d'aon duine i gcomhalladh feidhme a aistrítear le halt 3 den Acht seo nó a rinne aon duine nó a thug aon duine don Aire Poist agus Telegrafa agus a ghlac an tAire Poist agus Telegrafa nó a glacadh thar a cheann i gcomhalladh feidhme den sórt sin, agus a bhí i bhfeidhm díreach roimh an lá ceaptha, agus gach conradh nó comhaontú i scríbhinn a rinneadh idir an tAire Poist agus Telegrafa i gcomhalladh feidhme den sórt sin agus duine eile agus a bhí i bhfeidhm ach nach raibh forghníomhaithe agus críochnaithe go hiomlán díreach roimh an lá ceaptha, leanfaidh siad i bhfeidhm ar an lá ceaptha agus dá éis agus forléireofar iad agus beidh éifeacht leo amhail is dá gcuirfí ainm an Aire Cumarsáide in ionad ainm an Aire Poist agus Telegrafa iontu agus beidh an t-urrús, an conradh nó an comhaontú sin inchurtha i ngníomh ag an Aire Cumarsáide nó ina choinne.
(b) Gach banna, ráthaíocht nó urrús eile de chineál leanúnach a rinne nó a thug an tAire Iompair, nó a rinneadh nó a tugadh thar a cheann, d'aon duine nó a rinne nó a thug aon duine don Aire Iompair, agus a bhí i bhfeidhm díreach roimh an lá ceaptha, agus gach conradh nó comhaontú i scríbhinn a rinneadh idir an tAire Iompair agus duine eile agus a bhí i bhfeidhm ach nach raibh forghníomhaithe agus críochnaithe go hiomlán roimh an lá ceaptha, leanfaidh siad i bhfeidhm an lá ceaptha agus dá éis agus forléireofar iad agus beidh éifeacht leo amhail is dá gcuirfí ainm an Aire Cumarsáide in ionad ainm an Aire Iompair iontu agus beidh an t-urrús, an conradh nó an comhaontú sin inchurtha i ngníomh ag an Aire Cumarsáide nó ina choinne.
(2) (a) Ar an lá ceaptha agus dá éis, forléireofar mar thagairtí don Aire Cumarsáide tagairtí don Aire Poist agus Telegrafa a bhí, díreach roimh an lá ceaptha, i meabhrán comhlachais agus airteagail chomhlachais aon chuideachta agus baint acu le feidhm a aistrítear le halt 3 den Acht seo.
(b) Ar an lá ceaptha agus dá éis, forléireofar mar thagairtí don Aire Cumarsáide tagairtí don Aire Iompair a bhí, díreach roimh an lá ceaptha, i meabhrán comhlachais agus airteagail chomhlachais aon chuideachta.
Cosaint d'ionstraimí reachtúla agus do ghníomhartha a rinne an tAire Poist agus Telegrafa agus an tAire Iompair.
8.—(1) Ní dhéanfaidh aon ní san Acht seo dochar do bhailíocht aon ionstraime reachtúla is ionstraim reachtúil a rinne an tAire Poist agus Telegrafa nó an tAire Iompair nó a rinneadh thar a gceann roimh an lá ceaptha agus gach ionstraim reachtúil den sórt sin a rinne an tAire Poist agus Telegrafa nó a rinneadh thar a cheann (seachas ionstraim reachtúil dá dtagraítear in alt 9 (2), 72, 74 (4) nó 92 nó i bhfo-alt (2) nó (4) d'alt 103 den Acht Seirbhísí Poist agus Teileachumarsáide, 1983) roimh an lá ceaptha i gcomhalladh feidhme a aistrítear le halt 3 den Acht seo, agus gach ionstraim reachtúil den sórt sin a rinne an tAire Iompair nó a rinneadh thar a cheann, beidh éifeacht leo, ar an lá ceaptha agus dá éis, má bhí agus sa mhéid go raibh siad infheidhme díreach roimh an lá ceaptha amhail is dá mba é an tAire Cumarsáide a rinne iad nó amhail is dá mba thar a cheann a rinneadh iad.
(2) Ní dhéanfaidh aon ní san Acht seo dochar do bhailíocht aon ghnímh is gníomh a rinne an tAire Poist agus Telegrafa nó an tAire Iompair, nó a rinneadh thar a gceann, roimh an lá ceaptha, agus gach gníomh den sórt sin a rinne an tAire Poist agus Telegrafa, nó a rinneadh thar a cheann, i gcomhalladh feidhme a aistrítear le halt 3 den Acht seo, agus gach gníomh den sórt sin a rinne an tAire Iompair nó a rinneadh thar a cheann, beidh éifeacht leo ar an lá ceaptha agus dá éis, má bhí agus sa mhéid go raibh siad infheidhme díreach roimh an lá ceaptha, amhail is dá mba é an tAire Cumarsáide a rinne iad nó amhail is dá mba thar a cheann a rinneadh iad.
Aistriú ar mhaoin agus ar dhliteanais áirithe de chuid an Aire Poist agus Telegrafa agus an Aire Iompair.
9.—(1) Déanfar, agus déantar leis seo, an mhaoin, na cearta agus na dliteanais go léir a shealbhaigh, a theacht nó a thabhaigh an tAire Poist agus Telegrafa agus an tAire Iompair roimh an lá ceaptha i ndáil leis na feidhmeanna a aistrítear leis an Acht seo, a aistriú go dtí an tAire Cumarsáide agus, dá réir sin, gan aon tíolacas, aistriú ná sannadh breise—
(a) beidh an mhaoin sin, réadach agus pearsanta, dílsithe don Aire Cumarsáide, ar an lá ceaptha,
(b) beidh na cearta sin, amhail ar an lá ceaptha agus dá éis, á dteachtadh ag an Aire Cumarsáide,
(c) amhail ar an lá ceaptha agus dá éis, is dliteanais de chuid an Aire Cumarsáide a bheidh sna dliteanais sin.
(2) Déanfar an t-airgead, na stoic, na scaireanna agus na hurrúis go léir a aistrítear go dtí an tAire Cumarsáide leis an alt seo agus a bhí, ar an lá ceaptha, in ainm an Aire Poist agus Telegrafa nó an Aire Iompair a aistriú, ar iarratas ón Aire Cumarsáide, go dtí an tAire sin.
Buanú ar cheadúnais áirithe etc. a thug an tAire Poist agus Telegrafa agus an tAire Iompair.
10.—Gach doiciméad (lena n-áirítear aon deimhniú nó ceadúnas) a tugadh nó a rinneadh i bhfeidhmiú feidhme a aistrítear leis an Acht seo beidh éifeacht leis ar an lá ceaptha agus dá éis má bhí agus sa mhéid go raibh sé infheidhme díreach roimh an lá ceaptha, amhail is dá mba é an tAire Cumarsáide a thug nó a rinne é.
Imeachtaí dlíthiúla ar feitheamh.
11.—Más rud é, díreach roimh an lá ceaptha, go mbeidh aon imeachtaí dlíthiúla ar feitheamh in aon chúirt nó binse agus gur páirtí sna himeachtaí an tAire Poist agus Telegrafa nó an tAire Iompair, cuirfear ainm an Aire Cumarsáide in ionad ainm an Aire Poist agus Telegrafa nó an Aire Iompair, de réir mar a bheidh, sna himeachtaí agus ní rachaidh na himeachtaí ar ceal de bhíthin an ionadaithe sin.
Nithe áirithe a thosaigh an tAire Poist agus Telegrafa agus an tAire Iompair a thabhairt chun críche.
12.—(1) Aon ní a thosaigh an tAire Poist agus Telegrafa nó a tosaíodh faoina údarás roimh an lá ceaptha, féadfaidh an tAire Cumarsáide, a mhéid a bhaineann an ní sin le feidhmeanna a aistrítear le halt 3 den Acht seo, an ní sin a shaothrú nó a thabhairt chun críche ar an lá ceaptha agus dá éis.
(2) Aon ní a thosaigh an tAire Iompair nó a tosaíodh thar a cheann roimh an lá ceaptha, féadfaidh an tAire Cumarsáide an ní sin a shaothrú nó a thabhairt chun críche ar an lá ceaptha agus dá éis.
Feidhm a bhaint as airgead poiblí a deonaíodh don bhliain airgeadais 1984 le haghaidh tuarastail agus costais oifigí an Aire Poist agus Telegrafa agus an Aire Iompair.
13.—D'ainneoin fhorálacha aon Achta den Oireachtas do leithreasú suimeanna a deonaíodh chun seirbhíse na bliana airgeadais dar críoch an 31ú lá de Nollaig 1984, féadfaidh an tAire Cumarsáide, ar ordú uaidh an lá ceaptha agus dá éis, aon airgead a deonaíodh chun seirbhíse na bliana airgeadais sin le haghaidh tuarastail agus costais (lena n-áirítear íocaíocht, deontas, deontas-i-gcabhair, fóirdheontas agus íocaíochtaí do mhaolú costas) oifig an Aire Poist agus Telegrafa nó oifig an Aire Iompair nó le haghaidh na seirbhísí atá faoina riaradh ag ceachtar de na hoifigí sin, a chaitheamh go dleathach agus cuntas a thabhairt air chun na gcríoch ar ina leith a d'fheádfaí, murach an t-alt seo, an t-airgead sin a chaitheamh go dleathach ar an lá ceaptha nó dá éis.

14.—Aisghairtear leis seo an méid seo a leanas amhail ar an lá ceaptha agus dá éis:

MINISTERS AND SECRETARIES (AMENDMENT) ACT, 1983
Definitions.
1.—In this Act—
“the appointed day” means the day immediately after the vesting day (within the meaning of the Postal and Telecommunications Services Act, 1983);
“functions” includes powers and duties and a reference to the performance of functions includes, as respects powers and duties, a reference to the exercise of powers and the carrying out of duties;
“statutory instrument” has the meaning assigned to it by the Interpretation Act, 1937.
The Department of Communications.
2.—(1) On the appointed day a Department of State to be styled and known as An Roinn Cumarsáide or (in the English language) the Department of Communications shall stand established.
(2) The member of the Government who is in charge of the Department of Communications shall be styled and known as an tAire Cumarsáide or (in the English language) the Minister for Communications.
(3) The Ministers and Secretaries Acts, 1924 to 1980, and the Documentary Evidence Act, 1925, shall apply to the Department of Communications and the member of the Government who is in charge thereof as if that Department had been established by section 1 of the Ministers and Secretaries Act, 1924.
Transfer of functions of Minister for Posts and Telegraphs and abolition of office.
3.—(1) On the appointed day—
(a) the functions vested immediately before the appointed day in the Minister for Posts and Telegraphs shall, by virtue of this section, be transferred to the Minister for Communications, and
(b) the office of Minister for Posts and Telegraphs and the Department of Posts and Telegraphs shall, by virtue of this section, be abolished.
(2) (a) References to the Minister for Posts and Telegraphs contained immediately before the appointed day—
(i) in any statute passed before the appointed day (other than such reference in the Postal and Telecommunications Services Act, 1983, in relation to adaptations (whether alone or with other adaptations or amendments) of references to the Minister for Posts and Telegraphs or in relation to anything done, or existing, before the vesting day (within the meaning of that Act)), or
(ii) in any statutory instrument made before the appointed day (other than a statutory instrument referred to in section 9 (2), 72, 74 (4) or 92 or subsection (2) or (4) of section 103 of that Act),
shall, on and after the appointed day, be construed as references to the Minister for Communications.
(b) The Minister for Communications may make regulations for the purpose of enabling paragraph (a) of this subsection to have full effect having regard to subsection (1) of this section and the Postal and Telecommunications Services Act, 1983.
(c) Every regulation made by the Minister for Communications under this subsection shall be laid before each House of the Oireachtas as soon as may be after it is made and, if a resolution annulling the regulation is passed by either such House within the next subsequent 21 days on which that House has sat after the regulation is laid before it, the regulation shall be annulled accordingly but without prejudice to anything previously done thereunder.
Transfer of administration and business of Department of Posts and Telegraphs.
4.—(1) The administration and business in connection with the performance of any functions transferred by section 3 of this Act shall, on the appointed day, be transferred to the Department of Communications.
(2) References to the Department of Posts and Telegraphs contained immediately before the appointed day in any statute (other than the Postal and Telecommunications Services Act, 1983) or statutory instrument passed or made before the appointed day shall, on and after the appointed day, be construed as references to the Department of Communications.
Transfer of functions of Minister for Transport and abolition of office.
5.—(1) On the appointed day—
(a) the functions vested immediately before the appointed day in the Minister for Transport shall, by virtue of this section, be transferred to the Minister for Communications, and
(b) the office of Minister for Transport and the Department of Transport shall, by virtue of this section, be abolished.
(2) References to the Minister for Transport contained immediately before the appointed day in any statute or statutory instrument passed or made before the appointed day shall, on and after the appointed day, be construed as references to the Minister for Communications.
Transfer of administration and business of Department of Transport.
6.—(1) The administration and business in connection with the performance of any functions transferred by section 5 of this Act shall, on the appointed day, be transferred to the Department of Communications.
(2) References to the Department of Transport contained immediately before the appointed day in any statute or statutory instrument passed or made before the appointed day shall, on and after the appointed day, be construed as references to the Department of Communications.
Preservation of certain continuing contracts and adaptation of certain references to Minister for Posts and Telegraphs and Minister for Transport in certain documents.
7.—(1) (a) Every bond, guarantee or other security of a continuing nature made or given by or on behalf of the Minister for Posts and Telegraphs to any person in the performance of a function transferred by section 3 of this Act, or by any person to the Minister for Posts and Telegraphs and accepted by or on behalf of the Minister for Posts and Telegraphs in the performance of such a function, and in force immediately before the appointed day, and every contract or agreement in writing made between the Minister for Posts and Telegraphs in the performance of such a function and another person and in force but not fully executed and completed immediately before the appointed day, shall continue in force on and after the appointed day and shall be construed and have effect as if the name of the Minister for Communications were substituted therein for that of the Minister for Posts and Telegraphs and such security, contract or agreement shall be enforceable by or against the Minister for Communications.
(b) Every bond, guarantee or other security of a continuing nature made or given by or on behalf of the Minister for Transport to any person, or by any person to the Minister for Transport, and in force immediately before the appointed day, and every contract or agreement in writing made between the Minister for Transport and another person and in force but not fully executed and completed immediately before the appointed day, shall continue in force on and after the appointed day and shall be construed and have effect as if the name of the Minister for Communications were substituted therein for that of the Minister for Transport and such security, contract or agreement shall be enforceable by or against the Minister for Communications.
(2) (a) References to the Minister for Posts and Telegraphs contained immediately before the appointed day in the memorandum and articles of association of any company and relating to a function transferred by section 3 of this Act shall, on and after the appointed day, be construed as references to the Minister for Communications.
(b) References to the Minister for Transport contained immediately before the appointed day in the memorandum and articles of association of any company shall, on and after the appointed day, be construed as references to the Minister for Communications.
Saving for statutory instruments made by, and acts done by, Minister for Posts and Telegraphs and Minister for Transport.
8.—(1) Nothing in this Act shall affect the validity of any statutory instrument which, before the appointed day, was made by or on behalf of the Minister for Posts and Telegraphs or the Minister for Transport, and every such statutory instrument made by or on behalf of the Minister for Posts and Telegraphs (other than a statutory instrument referred to in section 9(2), 72, 74(4) or 92 or subsection (2) or (4) of section 103 of the Postal and Telecommunications Services Act, 1983) before the appointed day in the performance of a function transferred by section 3 of this Act, and every such statutory instrument made by or on behalf of the Minister for Transport, shall, if and in so far as it was operative immediately before the appointed day, have effect, on and after the appointed day, as if it had been made by or on behalf of the Minister for Communications.
(2) Nothing in this Act shall affect the validity of any act which, before the appointed day, was done by or on behalf of the Minister for Posts and Telegraphs or the Minister for Transport and every such act done by or on behalf of the Minister for Posts and Telegraphs in the performance of a function transferred by section 3 of this Act, and every such act done by or on behalf of the Minister for Transport, shall, if and in so far as it was operative immediately before the appointed day, have effect, on and after the appointed day, as if it had been done by or on behalf of the Minister for Communications.
Transfer of certain property and liabilities of Minister for Posts and Telegraphs and Minister for Transport.
9.—(1) All property, rights and liabilities held, enjoyed or incurred immediately before the appointed day by the Minister for Posts and Telegraphs and by the Minister for Transport in connection with the functions transferred by this Act shall be and are hereby transferred to the Minister for Communications and, accordingly, without any further conveyance, transfer or assignment—
(a) the said property, real and personal, shall, on the appointed day, vest in the Minister for Communications,
(b) the said rights shall, as on and from the appointed day, be enjoyed by the Minister for Communications,
(c) the said liabilities shall, as on and from the appointed day, be the liabilities of the Minister for Communications.
(2) All moneys, stocks, shares and securities transferred to the Minister for Communications by this section which, on the appointed day, are standing in the name of the Minister for Posts and Telegraphs or the Minister for Transport shall, upon the request of the Minister for Communications, be transferred into his name.
Continuance of certain licences etc., granted by Minister for Posts and Telegraphs and Minister for Transport.
10.—Every document (including any certificate or licence) granted or made in the exercise of a function transferred by this Act shall, if and in so far as it was operative immediately before the appointed day, have effect on and after the appointed day as if it had been granted or made by the Minister for Communications.
Pending legal proceedings.
11.—Where, immediately before the appointed day, any legal proceedings are pending in any court or tribunal and the Minister forPosts and Telegraphs or the Minister for Transport is a party to the proceedings, the name of the Minister for Communications shall be substituted in the proceedings for that of the Minister for Posts and Telegraphs or the Minister for Transport, as the case may be, and the proceedings shall not abate by reason of such substitution.
Completion of certain matters commenced by Minister for Posts and Telegraphs and Minister for Transport.
12.—(1) Anything commenced before the appointed day by or under the authority of the Minister for Posts and Telegraphs may, so far as it relates to functions transferred by section 3 of this Act, be carried on or completed on and after the appointed day by the Minister for Communications.
(2) Anything commenced before the appointed day by or under the authority of the Minister for Transport may be carried on or completed on and after the appointed day by the Minister for Communications.
Application of public moneys granted for financial year 1984 for salaries and expenses of offices of Minister for Posts and Telegraphs and Minister for Transport.
13.—Notwithstanding the provisions of any Act of the Oireachtas for the appropriation of sums granted for the service of the financial year ending on the 31st day of December, 1984, any moneys granted for the service of that financial year for the salaries and expenses (including the payment of grants, grants-in-aid, subsidies and cost alleviation payments) of the office of the Minister for Posts and Telegraphs or the office of the Minister for Transport or for the services administered by either such office may, on and after the appointed day, be lawfully expended and accounted for, by or under the direction of the Minister for Communications for the purposes for which, but for this Act, the said moneys could lawfully have been expended on or after the appointed day.
Repeals.
14.—The following are hereby repealed as on and from the appointed day:
(a) in the Exchequer and Audit Departments Act, 1866, in section 10, the words “, and the Postmaster General”,
(b) in the Exchequer and Audit Departments Act, 1921, in section 2 (1), the words “, and Post Office”,
(c) in the Ministers and Secretaries Act, 1924, paragraph (ix) of section 1 and the Eighth Part of the Schedule, and
Short title, construction and collective citation.
15.—(1) This Act may be cited as the Ministers and Secretaries (Amendment) Act, 1983.
(2) This Act shall be construed as one with the Ministers and Secretaries Acts, 1924 to 1980, and those Acts may be cited together as the Ministers and Secretaries Acts, 1924 to 1983.
